ARIZONA OLD TIMERS’ MX ASSOCIATION

PREAMBLE

We, the members, wishing to secure for ourselves the pleasures and benefits of the association of persons 30 or more years of age, with a common interest in motorcycles and motocross racing, constitute ourselves the “ARIZONA OLD TIMERS’ MX ASSOCIATION”, a non-profit organization, and enact this Constitution as our governing law. It shall be our purpose to further the exchange or information and cooperation among members, to promote motorcycle knowledge, fraternalism, and individual riding proficiency, and to so conduct club programs and activities as to advance the general interest of motorcycle racing competition among those who share our interest in motocross racing and who meet our age qualification.

CONSTITUTION

ARTICLE II
SECTION 1
OFFICERS
The officers shall be President, Vice-President, Secretary, Treasurer and Race Director. All officers must be active members in good standing. This shall be the Executive Board.
SECTION 2 The officers of this club shall be elected for a term of one (1) year.
SECTION 3 Vacancies occurring between elections must be filled by special elections at the first regular meeting following the withdrawal or resignation of a Board Member.
SECTION 4 Officers can be removed by a three-fourths (3/4) vote of the membership, by mail ballot only.
ARTICLE III MEETINGS
The By-Laws provide for regular and special meetings. ARTICLE IV DUES The club, by majority vote of those present at a special meeting, may levy upon the general membership such dues or other assessments as necessary for the business of the organization within its objectives as set forth in the Preamble. Non-payment of such dues or assessments shall be cause for expulsion from the club within the discretion of the members.

ARTICLE V AMENDMENTS
Except for Article VII, Articles of this Constitution may be changed as outlined in the ByLaws.
ARTICLE VI RULES
Roberts’ Rules of Order shall govern the proceedings.
ARTICLE VII FOUNDERS
The founders of the “ARIZONA OLD TIMERS MX ASSOCIATION” are Barry Hale, Bruce Buchanan and Dave Brosius.

BY-LAWS

ARTICLE 1
SECTION A
NAME
This organization shall be known as the “ARIZONA OLD TIMERS’ MX ASSOCIATION”.
ARTICLE 2
SECTION A
PURPOSE
To provide and encourage motocross racing competition events for the individual over 30 years of age.
ARTICLE 3
SECTION A
MEMBERSHIPS
Application for membership form must be completed in writing and submitted at any club activity along with proof of age.
SECTION B In order to retain current racing number for the following year, all dues for the following year must be paid by December 31 and submitted with a new application. Yearly membership dues shall be $35.00 per year. New member dues shall be prorated after September 1st of each year, to $20.00 for the balance of the year. New members joining on or after November 15 may sign up and pay for the following year’s full membership and race the remainder of the current season.
SECTION C Members are expected to maintain high standards of conduct conducive to the best interest of the club and consistent with the Constitution and By-Laws of this club.
SECTION D A guest rider must be thirty (30) years of age and a member in good standing with a recognized O.T.M.X. or OTHG Chapter with a current membership card and wear their appropriate club jersey to ride with the ARIZONA OTMX. Guest rider participation shall be limited to no more than two races per series, and a guest rider must race in the class determined by the ARIZONA OTMX Race Director or designee.
SECTION E Conduct not compatible with these By-Laws or Rules of this club may be cause for the suspension or expulsion of a member at the discretion of th e Executive Board.
ARTICLE 4
SECTION A
DUTIES OF OFFICERS
The PRESIDENT, as the chief officer, shall direct the business of the club; shall preside at the meetings of the club and the Executive Board; shall appoint (with the approval of the Executive Board) standing and special committees to implement and carry out the purpose and objectives of the club; call special meetings of the Executive Board when necessary for conducting club business; supervise the duties of all other officers; and maintain a capable working organization.

SECTION B The VICE PRESIDENT shall, in the absence of the President, perform the duties of the President and perform such duties as assigned by the President.
SECTION C The SECRETARY shall maintain a roll of the membership; keep the minutes of the meetings of the club and Executive Board, and perform such other duties as assigned by the President.
SECTION D The TREASURER shall be responsible for the keeping of all records of all financial transactions, the disbursement of funds, and monthly Treasurer’s report. Two signatures will be required on all checks over a designated amount specified by the general membership. The Treasurer shall perform other duties as assigned by the President.
SECTION E The RACE DIRECTOR shall maintain accurate points, assign members to their appropriate riding class, and lead an active 8 member Race Committee (chosen by the Race Director) who shall assist the Race Director in a manner set forth by the Race Director and approved by the Executive Board.
ARTICLE 5
SECTION A
DUTIES OF THE EXECUTIVE BOARD
The Executive Board shall have supervision and control over the affairs, funds and property of the club. It shall authorize disbursement of club funds; submit recommendations to the club membership for amendments of the By-Laws; and perform such other duties as the club or By-Laws may require.
SECTION B Meetings of the Executive Board may be called any time by the President or three (3) members of the Executive Board when required for the orderly conduct of the business of the club. All members of the Executive Board must be duly notified of every meeting.
ARTICLE 6
SECTION A
ELECTIONS
Nominees for officers must be present at the time of elections or must have consented to serve in the capacity for which s/he is nominated.
SECTION B The President or Vice President is eligible to be re-elected. (See Article II, Section 5 of the Constitution).
SECTION C Elections shall be held by mail ballot, with all nominations to occur at the May meeting, a mail ballot sent to the membership within seven (7) days of that meeting, and ballots to be counted and announced at the June meeting. New officers will start their term of office at the regular July meeting.
SECTION D Elections shall be held under “Roberts’ Rules of Order”.
ARTICLE 7
SECTION A
PROCEDURES
Roberts’ Rules of Order shall govern procedures in all cases and in which they are not inconsistent with the Constitution and By-Laws.

ARTICLE 8

MEETINGS
The club membership will meet once a month, on a date and at a time and place designated by the Board. Meeting dates shall be determined no less than at the prior monthly meeting and the date(s) shall be published in the newsletter.

AMENDMENTS
Articles of the Constitution and By-Laws may be amended by mail ballot, or by e-mail ballot if approved by the members. (Except Article VII of the Constitution; see Article V of the Constitution.) For the amendment to carry, a two-thirds majority of the ballots returned is required.
ARTICLE 10
SECTION A
DISSOLUTION OF THIS CLUB
This club may be dissolved and its activities terminated by a two-thirds vote of members present providing it consists of a quorum (being two-thirds of the membership at any regular meeting), provided the motive of such a vote was given at the previous regular meeting.
SECTION B If this club is dissolved, after payment of all bills, claims, and demands, any remaining assets of this club shall be divided equally among the current members of this club.
ARTICLE 11

COMPETITION NUMBERS
When a new member joins, his/her club racing number will be assigned, or the member can select from the available numbers. A list of unclaimed racing numbers will be available. Numbers of honored riders may be retired and no longer used. Numbers 1-10 are reserved for top points earners each year, based on overall points earned during the previous year.

A fair and equitable points system will be used, consistent with the wishes of the majority of members.

CHAPTER
This is the Arizona Chapter of the Old Timers’ MX Association. This Constitution, ByLaws and Preamble were accepted by the members of this Chapter of the Arizona Old Timers’ MX Association in January of 2000.

COMPETITION RIDING RULES

ARTICLE I
SECTION A
CLASSIFICATION
All members are classified in one of the following classes:
  • Beginner (Club level only) – Red number plates, white numbers
  • Novice – Green number plates, white numbers
  • Intermediate – Yellow number plates, black numbers
  • Expert – White number plates, black numbers
  • Master – Black number plates, white numbers
  • New Members – A new member shall be classified as Intermediate unless the Race Director and Race Committee have direct knowledge that the new member’s ability places him/her in a different class. Classification will be assessed at entry time with obvious adjustments to be made within 1 to 2 races with points adjusted to the average of the riders in the class to which the new member is being moved.
International race events – All riders will ride the class designated by the International Committee, not the club designation. International class listings are provided by the OTMX. The rider’s class will be verified before the beginning of the race event with the OTMX International Scorekeeper.

SECTION B UPGRADING OF CLASSIFICATION
Move-ups and move-backs shall be the sole responsibility of the Race Director and the Race Committee; moves shall be based upon an assessment of the rider’s ability.
  • A new member shall be classified as Intermediate unless the Race Director and Race Committee have direct knowledge that the new member’s ability places him/her in a different class. A new member may be reclassified at any time based upon an assessment by the Race Director and Race Committee.
  • Any rider requesting to move up or back in class must have prior approval from the Race Director and Race Committee.
  • Racers assigned to the Beginner class will be limited to riders with little or no prior competition experience. The total number of races allowed at this competition level will be determined by the Race Director and Race Committee.
SECTION C DEFINITION OF RACE COMMITTEE
The Race Committee, whose purpose is to enforce competition rules at any event, shall be comprised of the Race Director and two (2) members from each class shall make up the Race Committee.
ARTICLE II

Scoring for the Arizona Old Timers’ MX Association races will be as follows:

SECTION B DEFINITION OF A CLASS
Riders in all classes shall be scored using the same points system, regardless of number of participants in that class.
SECTION C PROTESTS
All protests are to be taken up with the Race Director. UNDER NO CIRCUMSTANCES IS ANY MEMBER TO APPROACH A SCOREKEEPER REGARDING A PROTEST, OR CONFLICT WITH/OR ABOUT A RACE.
SECTION D CHANGES TO COMPETITION RULES
Changes to Competition Riding Rules during the course of the year must be presented at a general meeting as outlined in Article 9 of the By-Laws.

SECTION E DID NOT FINISH (DNF)
If a rider starts, but fails to complete one lap, he must inform the lap checkers that he did, in fact, start and he will be given a did not finish (DNF) and points for that moto equal to the number of riders starting that moto (last place points). If there are two or more riders that start but fail to complete one lap, and two or more inform the lap checkers then all that inform will receive equal last place positions. If there is more than one DNF after completing at least one lap, each DNF’s scoring position will be determined by the number of laps completed. If two or more riders leave the race on the same lap, the better position will be given to the rider that was in front on the last recorded lap.
SECTION F DID NOT START (DNS)
A rider who fails to start a moto will be awarded no points for that moto. Riders who fail to complete one lap must inform the scorekeepers he/she did indeed start the moto.
SECTION G CLUB POINTS
Club points shall be scored per Article II, Section A as follows:
  1. Regular One-Day Events: Races shall be scored per Section A, referred to here as single points. These will be used for all club race series, year-end points and awards.
  2. Members racing in International Events will be given club points as follows:
    1. AZOTMX members participating in the AZOTMX International Event will be awarded 30 club points regardless of their actual finish placement. These points shall also accrue to AZOTMX year-end points and awards. NOTE: “participating” means racing, scoring, flagging, etc.
    2. AZOTMX members racing in another club’s IOTMX Event, the date of which falls within an AZOTMX series, shall be awarded 23 participation points regardless of finish placement. These points shall not accrue to AZOTMX year-end points awards. These points will be counted toward the best of scores in the series (Example – best 6 of 9).
ARTICLE III
SECTION A
CONDUCT
All members should conduct themselves in a sportsman-like manner which reflects the policies and guidelines of the club. A suspension from the club may result from any violent behavior or substance abuse while attending club functions.
SECTION B RACING LINE
Be on the line at least 5 minutes prior to race time. If your motorcycle quits on the start line and you fail to restart it within a reasonable time, push it off the line and let the race go on.
SECTION C PASSING
  1. Pass with safety
  2. Blocking a faster rider can put both of you down
  3. When being lapped by a rider of another class, move over and let him/her pass. Your race isn’t against him/her.

SECTION D FLAGMEN
Obey all flagmen. They have a singular purpose at the track and that’s the safety of the riders. There is a reason for every flag, so obey them whether you agree or not. “PASSING UNDER A YELLOW FLAG SHALL RESULT IN THE DOCKING OF ONE LAP.”
ARTICLE IV
SECTION A
MEMBER IDENTIFICATION
Every member is to display a club issued membership decal on the motorcycle or helmet while participating in every race event or club practice session. The Race Director has the power to order any rider not complying with this rule off the line until such time as that rider complies. Any racer found racing in non-compliance with this rule will be disqualified and any trophy or points earned will be forfeited.
ARTICLE V
SECTION A
RIDING COMMITTEE
The Race Director will select a Race Committee comprised of two (2) riders from each class. In the event of the absence of the Race Director, the senior member of the Race Committee will assume the Race Director’s duties. The Race Director may consult with the Race Committee in resolving protests. Protests that cannot be resolved must be submitted in writing (from the protesting member) and forwarded to the President.
ARTICLE VI
SECTION A
RACING EVENTS
All racing schedules or special racing events must be approved by the Board before publication.
SECTION B There are no minimum numbers of races or meetings a member must attend. Members participate as much as they choose.
ARTICLE VII FLAG COLORS
  • GREEN – Used to start the race
  • YELLOW – Caution, unsafe conditions – rider down DO NOT PASS
  • BLACK – Disqualification – leave the track at the next exit
  • RED – Race stopped
  • BLUE – Means faster rider(s) approaching – move right
  • WHITE – One lap to go to finish of race
  • CHECKERED – Race finished – leave the track
